How to use this list

  1. Match the set-aside to your certification. Every notice here is an SDVOSB set-aside. Before evaluating an offer, the contracting officer checks that the offeror is designated in SAM as an SDVOSB certified by SBA, or represented SDVOSB status in SAM and applied to SBA on or before December 31, 2023. [FAR 19.1405, Set-aside procedures]
  2. Check the NAICS code and its size standard. The contracting officer assigns one NAICS code and its size standard to each solicitation. Make sure your firm is small under that standard. [FAR 19.102, Size standards and NAICS codes]
  3. Open the notice and read every amendment. Due dates move. Amendments to the New Orleans, Chicago, and Sioux Falls notices changed their response dates. Always go by the latest version on SAM.gov.
  4. Mark site visits and question deadlines. Some notices, like the Aurora concrete and civil site repairs solicitation, set a site visit and a deadline for written questions that fall before the response date.
  5. Confirm your SAM registration is active. Offerors and quoters must be registered in SAM when they submit an offer or quotation, with narrow exceptions. [FAR 4.1102, SAM registration policy]
  6. Search for more yourself. This list is a sample, not every open notice. Our guide to finding veteran set-aside bids on SAM.gov shows how to run the same filters for your trade and state.

Common questions

What do SDVOSBC, SDVOSBS, VSA, and VSS mean on a SAM.gov notice?
They are SAM.gov set-aside codes. SDVOSBC is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside and SDVOSBS is an SDVOSB sole source, both under FAR 19.14. VSA is a Veteran-Owned Small Business set-aside and VSS is a Veteran-Owned Small Business sole source, both specific to the Department of Veterans Affairs. [GSA, SAM.gov Get Opportunities Public API (set-aside codes)]
Can a VOSB that is not service-disabled bid on these notices?
No. Every notice on this list is an SDVOSB set-aside, which restricts competition to SDVOSB concerns eligible under the SDVOSB Program. Certified VOSBs can pursue sole-source and set-aside contracts at the VA under its Vets First program. [FAR 19.1405, Set-aside procedures] [SBA, Veteran contracting assistance programs]
Do I need SBA certification before I bid?
For an SDVOSB set-aside, yes. Since January 1, 2024, the contracting officer verifies that the offeror is designated in SAM as an SDVOSB certified by SBA, or represented SDVOSB status in SAM and applied to SBA on or before December 31, 2023. Offerors that do not meet this are removed from consideration. At the VA, a firm may be awarded a contract under 38 U.S.C. 8127 only if the firm and its veteran owner are listed in the database of veteran-owned businesses maintained by SBA. [FAR 19.1405, Set-aside procedures] [38 U.S.C. 8127, VA Veterans First contracting]
Why are most of these notices from the VA?
Under 38 U.S.C. 8127, with some exceptions, a VA contracting officer shall award contracts on the basis of competition restricted to veteran-owned or service-disabled veteran-owned small businesses when there is a reasonable expectation that two or more of them will submit offers and the award can be made at a fair and reasonable price that offers best value to the United States. [38 U.S.C. 8127, VA Veterans First contracting]
Do I need to be registered in SAM to submit?
Yes, with narrow exceptions. Offerors and quoters must be registered in SAM at the time an offer or quotation is submitted. [FAR 4.1102, SAM registration policy]
